Register a new dog


Use this form to apply to register your new dog with Hutt City Council, or to transfer your dog's registration from another area.

If your dog is already registered with Hutt City Council but the ownership has changed, please fill out our Update dog details form.

Once we have processed your application, we'll email or post you an invoice with a link to our online payments page and options for paying in person. 

We will send you your new dog tag once we have received your payment. On the form you'll be asked to choose which type of tag you'd like, small (25mm) or large (35mm).

If your dog's registration for this year has already been paid to another council we will post you a tag free of charge.


Privacy statement

We collect the following personal information as required under the Dog Control Act (1996) so we can keep accurate records of dogs and their owners, and to communicate with you about your dog.

  • The owner's name

  • The owner's date of birth

  • The owner's address

  • The owner's contact details

This information will be shared with the National Dog Database operated by The Department of Internal Affairs.

Your information will be stored in accordance with the Hutt City Council privacy policy.

Before you start

If applicable, for this form you will need copies of your dog's:

  • Microchip number, if they have been microchipped

  • Certification, if they have been desexed

  • Proof of adoption, if you have adopted your dog from the SPCA or HUHA

  • Proof of when your dog arrived in New Zealand, if they were recently imported

  • Certification by one of the organisations listed in the Dog Control Act, if you are registering a disability assist dog

  • Details of registration if they have been previously registered for this year with another council


Primary Owner

Your details

You will be the person responsible for your dog/s fees and invoices.

You must be at least 16 years old to be the registered owner of a dog.
Your dog/s must live in Lower Hutt. If you live elsewhere, please complete a registration form with your local council.
This includes the new dog being registered.

If you live in an urban area and you want to keep more than 2 dogs over the age of 3 months, along with this registration form you will also need a special licence and to pay a fee.

You can apply for this licence online, a link will be sent to you upon completion of this form.

Alternatively, you can complete an application form and pay at the counter at the following council buildings:

  • Main admin office, 30 Laings Rd, Lower Hutt City Council

  • Koraunui Stokes Valley Community Hub, 184 Stokes Valley Road, Stokes Valley

  • Wainuiomata Community Hub, 1A Queen Street, Wainuiomata

  • Animal Services, 21 Meachen St, Seaview


Secondary Owner

This person will be a registered owner for your dog/s, but they will not be responsible for fees and invoices. This form must be filled out by the Primary Owner/Fee Payer.

If they are a crossbreed, please enter both breeds. For example- if they are a Labradoodle, enter Labrador Retriever and Poodle. If there are more than two breeds please provide the other/s in the 'Distinguishing Marks' field.

Crossbreed cannot be selected for primary breed- if you're unsure please choose the breed you feel fits your dog best. You can select 'Crossbreed' as the secondary breed. You can provide more information in the 'Distinguishing Marks' field or upload a photo if you wish to.

Any dog born after 1 July 2006 legally must be microchipped except for those used for herding and driving stock. The chip can then be scanned at vet clinics and animal shelters to identify your dog.

You can be fined if your dog has not been microchipped within two months of being registered. This can be done at our centre in Seaview, or by your local vet but please be sure to provide Animal Services with the number.

Please note: under the Dog Control Act only dogs who have been certified by one of these seven organisations can qualify to be classed as a Disability Assist Dog.

An approved declaration is necessary to exempt your dog/s from being microchipped and paying the full registration fee.
